The panel critically analyses poverty-reduction polices, with a particular focus to planning and implementing processes at the urban local level in Southern Africa. It aims at debating the concepts of participation, poverty, grassroots democracy, citizenship within the complex network of powers involving different social actors, in particular the role of communities and social movements.
