Abstract | The paper is based upon my experience 1978-2006 of Guinea Bissau, Namibia, Mozambique and Ethiopia, as research and research education director and field worker. During this period IMF, WB,WTO,OECD,EU and bilateral Scandinavian donors have increasingly transformed policies in a neoliberaal direction.This has narrowed the possible policies available for the local governements. The already sharp contradiction between the imposition of modern western schooling and the autochtone development has been exacerbated.Nevertheless marginal autonomous and local initiatives to the contrary are still on stage, and must be supported. |
