| Abstract | This paper makes a distinction between administrative instruments and policies which often appear to be similar. It explores the historical development of administrative instruments, in order, among other things, to show the basis and context of the development and adoption of such instruments. The paper then tries to account for the dearth of, and the need for, indigenously developed instruments. The paper sets out some of the guidelines and policies that will aid the development of germane administrative instruments in Nigeria (and Africa generally) and explores alternative instruments in the fields of education and policing in Nigeria
