Abstract | This paper introduces the reader to the successes and failure of Somali public management training development that took place prior to Somali civil war. In order to understand the current status of higher education public management training in Somalia, one must understand the environmental conditions which were in place prior to the planning and implementation of Somalia Public Management Training projects -- that is cultural, economical, educational, and political, and effects each factor had on the development of these institutions. Thus, this paper examines the status of the political and economic situation in Somalia, and discusses the factors, which influenced this public management training from the start. It also examines the direct and indirect effects of these factors on the following: (a) the Somali Shilling budget, (b) the USAID dollar budget and procurement process, (c) the shifts of personnel, (d) the Somali infrastructure, and (e) the internal organizational structure of the Somali public management training. This paper also provides recommendations and suggestions for public management development training in Sub-Saharan Africa aimed at improving the social and economic development of these countries. |
