Abstract | Human migration is one of key aspects of Euro-African relations. From European settlement in Africa during the colonial era to contemporary movements of African legal and illegal immigrants and refugees to Europe, the two sides have always tried to manage migratory flows between the two continents. However, over the past years, the magnitude of African illegal immigration to Europe and its social, humanitarian, economic, security and political implications have compelled the two sides to seek a more concerted strategy. The Regional Euro-African Conference:"Migration and Development" (Rabat, July 10, 2006) represents a turning point in the formulation of this new approach to migration. What are the core concepts of this emerging strategy? What are the major initiatives that are being pursued in parallel by states either individually or within regional organizations (AU, EU); and how do they intereact with the concerted approach formulated in Rabat? What are the legal implications of these new strategies, policies and concepts for protected categories of migrants such as refugees?
These are the key questions that the paper seeks to address as an Euro-African migratory policy is taking shape. |
