Abstract | This paper examines organizational changes that have occurred in Provincial administration in Kenya since independence from Great Britain. The author employs qualitative research to assess the administrative styles and practices of members of Kenya’s most important bureaucratic institution in three different political eras. The author argues that while there are significant structural changes in the management of provincial administration, there is little evidence that core characteristics of organizational culture in this important arm of the state have changed.
