AbstractGuinea Bissau is a country where agriculture, fishery, livestock and forest resource exploitation have been key source of national revenue and main sectors for community subsistence and income. A good proportion of population is involved in Informal Sector (develop small business that’s not either related to the Public or Private Sector) which has great effect in national economy the reason why it become a point of social and Government attention outlined at national Poverty Reduction Strategy. The context analysis carried out by some organization through community with SNV’s capacity strengthening advisory input has shown that violence and some other social problems are mostly the manifestation of unemployment, non access to property, less opportunity for personal achievement, difficult access to basic services… and as well further the analysis when the target group are aware of their own opportunities and available resources they draw by their possible lines of improvement. This attitude inspires that at national level (Guinea Bissau), the major challenge to promote production, income and employment, and access to quality of basic services are:  Empowering local organization at strategic level who supplies services on the above mentioned sectors to local communities;  Giving particular attention both lines of production (production for subsistence and for revenue);  Advocacy for enabling environment for increasing production and market access;  Creating opportunities for women and men participation at economics activities;  .Promoting good governance based on gender balance. Once all these competencies are appropriated by organization promoter/assistant and locally every result gotten though each step will be effective and the model of local development become typical and less stressing to target group. By then the further process development is drawn naturally by them becoming leader of their own development. Meanwhile, the local resource is the main source of local development. So, local production based on local resources generates opportunity for access to local revenues, saving and credit which stimulates more production that combined with access to market increase the capacity of production at different level generating employments, more income/revenue and more capacities to access to qualified basic services and develop great businesses.
